Debit Card: The New York EPPICard™ Debit MasterCard®
If custodial parents do not enroll in Direct Deposit, they will receive their support payments through a debit card: The New York EPPICard™ Debit MasterCard card. The debit card is accepted wherever these MasterCard brand marks are displayed: MasterCard®, Maestro®, Cirrus®.

Expanded ATM Network: 3100 Locations with No Surcharge
The New York EPPICardâ„¢ Debit MasterCard account now offers an expanded ATM network offering cash access with no surcharge. These additional in-network ATMs allow easy access to cash from over 3100 sites throughout the State at the following locations:

Citizens Bank
7-Eleven Stores
The MasterCard Alliance
Alliance One
Please note: The first 2 cash withdrawals in a calendar month are free, but there are fees for other transactions. You can avoid fees by following the suggestions in the "Frequently Asked Questions" section of this page.

How can I avoid paying fees to use the card?
Look for the MasterCard or Maestro brand marks at the bank or store where you want to use the card.

Use the card only for purchases at a business that accepts MasterCard debit cards or Maestro. There is no fee for a purchase with the card. Have your purchase preauthorized to check for available funds.

Avoid using the card to withdraw cash. If you withdraw cash more than 2 times per calendar month at an "in-network" ATM or at any "out-of-network" ATM, you will be charged a fee of 90 cents ($0.90). Out-of-network ATMs will add a surcharge also. The average surcharge is $2.00, but it may be higher.

To get cash with the card, make a purchase first using your PIN. There is no fee for cash back with a purchase where the Maestro brand is displayed. At a bank, look for the MasterCard Brand Mark. There is no fee for a cash withdrawal at any financial institution that displays the MasterCard Brand Mark. Be sure to have the merchant or teller preauthorize the transaction to avoid an overdraft fee.

What are the fees for using the card?
There are fees for using the card at any "out-of-network" ATM, for more than 2 in-network ATM withdrawals per month, for ATM denials, for overdrafts, for international cash withdrawal, and for replacing the card, as shown in the following table.

Do I have to accept or use the debit card to receive my payments?
We believe the New York EPPICardâ„¢ offers you many benefits, but if you prefer, you may complete, sign and return a Direct Deposit request form to enroll in Direct Deposit at any time.

If maintaining an account for Direct Deposit or using the New York EPPICardâ„¢ presents a hardship to you, you can write a letter to request that your payments be sent by paper check. Send your letter to the following address:
